The PSOS catalogues and describes the requirements and performance targets of a public sector building design and its construction that would be delivered via the P3 (Public-Private Partnership) delivery model by a Design-Builder led multi-company consortium.

About the Project: This mega-complex was to house 28 new courtrooms, 10 hearing rooms, a Marion County detention centre with a total of 3,000 beds, a community corrections facility with 960 beds and office space to house the Marion County Sheriff’s Office operations in one single facility. The project was later cancelled after project award by the City of Indianapolis due to the $1.75B US overall cost for both constructing and then maintaining the building for 35 years.
